Reading the description for the Cloak of the Bat seems to indicate fairly clearly that using the flight abilities for any duration makes those same powers unusable for a like amount of time.

Let's say I am standing on a log and go fully into bat form and don't use the flight abilities, how long can I remain in the fully bat form?

The same question for hanging upside down from the description?

Assuming I am polymorphed into the bat form for some length of time (assume the bat statement above allows for extended non-flight polymorph), would I need to eat enough food/water to sustain an average normal human, or enough food/water to sustain a typical bat's bodymass?

Unlimited time.

I would rule you could eat and drink as a regular bat.

I would also rule that you would have your original mind, which means you probably should be nauseauted everytime you eat bugs/blood/etc.

If you kept at it for a long time, I might give you serious psychological issues.

The best you could hope for was to come out profundly changed, and capable of winning Fear Factor because you LIKE to do the things they force you to do.

Those don't exist in 3.5, or at least, the players don't know they exist:

Bats are nocturnal flying mammals. The statistics presented here describe small, insectivorous bats.

As the SRD specifically only describes insectivorous bats, the players (or rather the wizard who designed the Cloak of the Bat) does not knww about other-bats, so they are out of luck.

The Cloak of the Bat lets you become the MM/SRD bat, which eats insects. Not your choice.

Besides, being any self-respecting DM would insist on the insectivore eating version, just for the laughs.
