Suppose a size L character has a spiked chain with the Clouting special ability from Complete Arcane. If he succeeds in knocking back an adjacent foe with this ability, doesn't it stand to reason that he would get an AoO against the foe? After all, if someone walked 10 feet through my threatened square and let their guard down, shouldn't someone flying uncontrollably through the air count as both moving and being somewhat... distracted?

You can read it that way. The other argument would go like this:

Just like in Bull Rush, you can not take an AoO against someone that you are forcing to move, because your action is at that time already being used. As your weapon is what is forcing them to move, it is by definition in use while they are moving and therefore can not attack them.

In other words you can't get another attack till you have finished your first one, and by that time, they are no longer moving.

I have seen it played your way and the way I listed above. Both have issues.

The Awesome Blow feat also forces movement, and you quite specifically do get an AoO for doing so. It's listed as a monster tactic for, well, a monster that I can't remember...If I happen to find it, I'll edit and add it in.

Anyway, Bullrush and anything keyed off of it specifically use the Bullrush rule that you don't get AoOs for pushing your opponent. Anything else should follow the normal rules for movement.
