Bob the druid has a periapt of wisdom +6, for a +6 enhancement bonus to his wisdom score. Could Bob craft a magic item that would grant him another bonus, say, an insight bonus to his wisdom score? if so, would the cost differ from the enhancement bonus-giving item?

Could he? Theoretically, yes. The DM should think very carefully before allowing this, however.

AC and save bonuses can be other types, but cost 2.5x or 2x respectively. I'd use this as precedent.

Insight, Morale, Sacred, Luck, Profane, all those could be used (can't combine sacred and profane) But you will tie up most if not all your character's wealth in such things.

By the RAW, you can, but wise DMs consider profane, sacred, anarchic and axiomatic bonuses the same bonus: an aligned bonus.

Regarding the idea itself: I would not allow any such items, though I would allow a spell (-not- an item) to grant morale bonuses as well as aligned bonuses.

you should be really careful with this though, it could be unbalancing. first off, if you want an example of a spell you could emulate into a stat boosting item that gives something other than enhancement, the spell Elation from BED gives a +2 morale bonus to strength, dexterity, and +5' movement (not sanctified spell either). On the other hand, using spells as prerequisites for non-enhancement type bonuses could lead you to some real cheese (i.e. Pun-Pun's "Giant Size" problem) Also, the ELH section on Epic Spellcasting talks about spell that provide bonuses other than enhancements and you could use the Fortify seed as a guide to how powerful you can craft.

Otherwise, the real question is: what do you need that high of a wisdom for? In Epic games, you can just make items with that kind of enhancement, and in non-epic i can't imagine what you would need higher than +6 in a magic item for. (Just curious)

1. It is theoretically possible to make ANY magic item.

2. Some of them may be 'epic only' or Artifacts

3. Stats are intentionally fairly low level limits - just +6, despite +6 being well under 200,000

4. I would expect only a Power DM to allow non-enhancment magic item bonus to a stat. Even they should price it at least double the 'enhancement' price.

Scacred holy purity, Profane uterly evil Humm bad mix from an RP perspective same with Law and Chaos in the same item just Muchkin Feed.

One of the things that breaks D&D faster than anything else is allowing ability scores to get out of hand. Its what makes monster-race PCs so hard to keep balanced.
This is particularly true for casting stats.
Even if you DM allowed you to use just one other type of bonus to attributes, the DCs get could get out of hand very quickly

I'm reminded of one game I played in, where my friend Steve played an Enchanter, and the DM allowed us to use the standard ability scores system, PLUS 1d4 that could be added to any one stat of our choice.
By level 9 - when he got his headband of intellect +6 - Steve had an intelligence of 30, and could cast Dominate 4 times per day with a required will save DC of 27. We were attacked by this frost giant fighter who was supposed to be like a boss encounter, he rolled an 18 on his save and still failed, and had to follow Steve around for 9 days, at which time Steve just dominated him again, and so forth, until the DM finally asked him to retire the character.
