I think the price for a returning dagger is 8302gp if purchased.

2gp dagger
300gp Masterwork
+8000gp +2 enchantment (+1 & Returning)
8302gp TOTALIs this correct?

Next, what is the cost to create it?

8,302 / 2 = 4,151 gp and
8,302 / 25 = 332.08 ~ 332 XP

I have never included the MW cost in the calculations for XP.

My costs to create would look like
8000/2 = 4000gp
8000/25 = 320 XP
Which makes a total cost of 4000gp + 320XP + 1 MW Dagger

Of course if you want to use the craft skill to make your MW dagger it costs 302/3 = 100gp 6sp 7cp
but I find that most of my players just buy the MW item because they can't afford the time to make the craft checks.
