I can't figure out how much it would be to have a spellcaster improve your armor. I had the thing from Craft Magic Arms and Armor: half the total price and 1/25 the price in xp. I figured 5 gp per xp from chapter 7 of the PHB. But, is that all? What if it is already magic and they just want it better?

You are doing it backwards.

Here is the forwards way.

Arrmor you have is say +2 Light Fortification (+3 total cost when buying = 9,150 + cost of regular armor), with Silent Moves (+3,750)
Net value: 12,900 gp + cost of regular armor

Armor you want is say +3 Total Fortifaction (+8 = 64,150) with Greater Silent moves (+33,750)
Net value: 77,900 gp + cost of regular armor.

Difference is:
67,000 gp.

Cost you must pay someone to upgrade: 67,000 gp

If you yourself have the feats and want to upgrade it, then you pay 1/2 that and 1/25 xp. = 33,500 gp plus 2,680 xp

Two Caveats:

1) This assumes we are not talking specific armor. Using core rules you can't do that, but there are multiple house rules to let you do it. Some price it VERY cheap, others do it reasonably using an exponential pricing method.

2) This assumes it is not made from Cold Iron. This has a cost of +2,000 everythime you enchant it. Don't use Cold Iron for armor, cause you get no benefit.
