If you hit cover (that may be an ally) using a ranged weapon do you
- apply point blank attack (to determine if you hit) and damage bonus ?
- sneak damage

It seems silly that the extra damage you deal from hitting exactly the spot is also added when you do not hit the spot ?

If you try to trip someone using a ranged weapon ( for example a whip) and you hit an ally who is cover , do you then have to try to trip him ?

Considering that "striking cover" is a variant rule (and the DMG pg 24 implementation is mechanically broken) it will never come up by default.

The one situation that might come up is "firing into grapple". In that case, I would allow point blank shot and criticals but not sneak attack. In fact, I don't allow ranged sneak attack into grapple at all, on the basis that if you have a "miss chance" (which the 'random target' rules effectively are) then you can't target a vital spot.

The normal rules don`t cover what happens if you miss your target. You either hit the AC or you don`t. If you want to damage or trip the cover than you have to announce it upfront.
