There is a formula for adding feats to magic items that is based upon prerequisites, but it is 3.0 (found in the A&EG), and most people consider the formula far too cheap for feats with few prerequisites (combat reflexes, quickdraw, blind-fight, etc). You would need to ask your DM to arbitrarily assign a value to a feat-item, since their values can differ so much. When it is the same price for a ring of combat reflexes as a ring of alertness, you know something is wrong . . . As far as I know of, there is no RAW pricing guide for adding special abilities to magic items. With reason. Most are quite powerful, and should not be items in the first place. Again, ask your DM.
