Can someone help me with a simple for forumula to craft wondrous items with single and multiple effects? does it change if the effect is persistant?

or if there is a general one I can apply to all items?

There is no hard and fast formula.

But I can tell you the guidelines you are supposed to use if none of the other pricing methods work.

(The other pricing methods specifically require first comparing it to similar items, then using the set in stone formulas such as for to hit, bonuses to skills, bonuses to stats, bonuses to AC, etc. etc.)

If none of the better methods work you use the following:
(different rules apply for 1 use or charged items) (House Rules I find neccesary for Strict or Loose games are in Purple, rest are core)

Spell level x caster level x 1,800 gp. (use spell level of 1/2 for 0 level spells) for unlimited command affects. /5 to get for 1/day, multiply by 3/5 to get 3/day. Don't make 2/day 4/day or 5/day items. Multiple by 1/10 to get 1/week ability. Don't make things that are 2+/week or slower than 1/week.

Spell level x caster level x 2000 gp. (use spell level of 1/2 for 0 level spells) for persitent effects, If duration of the base spell is measured in rounds, multiply the cost by 4. If the duration of the spell is 1 minute/level, multiply the cost by 2, and if the duration is 10 minutes/level, multiply the cost by 1.5. If the spell has a 24-hour duration or greater, divide the cost in half.

Unslotted = x2 cost.
Powers beyond the first one on an item that share a common set of charges per day: calculate the price of the single most costly ability, then add 75% of the value of the next most costly ability, plus one-half the value of any other abilities.

Slotted but in wrong slot = x1.5 price
Powers beyond the first one, for a slotted item only, price x 1.5

Spell has material component cost: Multiple material component cost x 100.
Spell has XP cost Add 500 gp per 1 XP
