The Crag top Archer has an ability that with a composite bow they can hit someone out to 2475 feet away. However they take a minus 123 to their spot check from distance penalty, other than getting a better spot check is there any magic item that will help with this problem? maybe one that removes or lessons the range penalty from seeing far away?

That's actually a very common misconception. Spot check penalties for range only apply when determining the distance at which groups spot each other to begin an encounter. If you're aware of them, no spot check is necessary.

yeah, the great Spot debate is retarded.
i mean, on a good day you can scope someone up to a mile in some climates, but for the most part, i gotta' go w/ Rymosrac on it. just use the DMG random encounter spotting distance thing.
also, Spotting Distant Light ruling (Underdark) is gold. i cannot stress this enough. think about any time you went camping, spelunking, etc.

um, spyglass. there's a reason most snipers have spotters.
flight arrows travel farther, but you're trading dmg. vs. range. of course, the farther out you attack, the better your chances on a snipe roll (Hide post attack). if you can keep them Dex denied or flat-footed even longer, it helps to eat up the range penalty, wind veer, rain, etc.
