Despite the great weight of logic, there is (sadly) no evidence either in the Create Water spell or the Fire Elemental entry to suggest that water would do anything more than get it wet.

House rules are house rules the DM decides the variables. You could go with a rule of 1D4 points of damage per gallon, or 1d6 points of damage per gallon. Or you could completely avoid the damage idea and have a certain volume of water reduce the size of the elemental(20 gallons to reduce a medium fire elemental to a small firee elemental). Then again you could have it function like a fireball dealing 1D6 points of damage per lvl up to 10D6 and allow the elemental a reflex save for half damage.

Anyway you do it it's a house rule so your group has to decide.

I'd go for 1d3 or 1d4 per casting. Its only a cantrip and its not worth much more then that.

I actually think it should do something along the lines of 1d6 points of damage, a la disrupt undead, which is also a cantrip, since it would only function against elementals of a specific subtype. it definately shouldn't do more then 1d8 points of damage though.

I'm away from my books, but...

I though Create Water had to create the water in something that could hold it?

Like, a barrel, or jug or something.

I'd let you do it, but as it's a level 0 spell, I'd say it only does 1d3 damage, same as a Ray of Frost.
