it is possible to apply metalmagic feats during item creation if one pays for the increased spell level, correct?

I.E. an Empowered Wand of Scorching Ray @ CL11 would be a spell level 2 +2(empowered)

375gpx4x11=16500

could 2 metamagic feats be applied? Empower +Maximize would make the 2nd level spell effectively a 6th level spell - does this break the 4th level maximum for wands?

i'msure this has been addressed before but no search function is pretty pathetic

Yes you can toss in a metamagic feat so long as the adjusted spell is below the level limits for a wand and take into account the extra costs associated with the level increase.

your maximized empowered scorching ray would have to go on a staff or a scepter (forgotten realms)

so: an artificer creating an empowered scorching ray wand @ CL9 would be 375x4x9=13500

artificer's wand mastery adds effective +2CL iirc making it a CL11 wand (and therefor capable of 3 rays/charge right?)

also - does he would need that feat right?

Firstly, Wand Mastery isn't an artificer class feature, but a feat (ECS pg 62).

Secondly, Wand Mastery applies when the wand is used, not created. But yes, an character with Wand Mastery using a wand of empowered scorching ray (CL 9) would have an effective CL of 11 and thus create three rays.

And yes, you need the metamagic feat to create (but not use) a wand with a metamagic feat. Note that the artificer will also need a DC 29 UMD check if he can't find someone to provide scorching ray for him.
