Are there any decent guidelines for creating artifacts out there, wheather on the web or in a particular book? I'm trying to keep from overpowering an artifact I'm creating for a big, end-of-campaign baddie.

Oddly enough, as far as I'm aware, there are no official rules for it. The only reference to how to make one is limited to a Salient Divine Ability in Deities and Demigods. It simply says to refer to the Epic Level Handbook, which provides ample abilities that could be added, but no overarching methodology on how to make them. I would assume your best bet to just make a fairly powerful item with some unique abilities and sit back, add it to whatever villain will be wielding it and ask 'Could my party survive this?'

That sounds pretty good. Most of what I'll be adding to it will be things that other magic items can already do, just all in one package as well as higher level abilities. Add a high ego score and your left with a powerful magic item that is powerful in the hands of the villain in question but useless to the heroes. :D

The beautiful thing about major artifacts is that you don't really need to follow established guidelines. Just give it what you need with some danger to it and be off. It's not something that your players should have access to for an extended period of time, so it's o.k. if it's not balanced.
