In an upcoming campaign, I'm going to be an Artificer. One of the other players has requested that I make an item for them, namely a light mace with the added effect of the rod of wonder effect every time it hits a creature. I've been scouring through the DMG and other sources for rules as to creating a weapon like this, but I can't find answers to some of my questions.

So basically, I want to make a +1 Light Mace of Wonder.
How would I go about making this item and what are it's stats? Such as Caster Level, modified enhancement bonus, market price, etc. And what would be the minimum level for an Artificer to make this be (Artificer's effective caster level equals his artificer level +2 for purposes of meeting item prerequisites.)?

That's weird!

Just as a gut reaction, most rods can be used as maces, so I would say it's just a rod of wonder with the price of a mace +1 slapped on it, then run by your DM to see if the price is right. Considering how chaotic Rods of Wonder are, heck, let him have it.

I guess I could do that if all else fails, but the DM is new to DMing and I'd like to use actual rules when possible. Also, for future item creation, I'd like to know the rules for myself. Thank you for the quick reply though! I may end up using your suggestion!

It would be a +X enhancement.

So you need to compare the ability on a hit with other +X abilities (Holy, Vorpal, etc) and see where it lands in power. Is it more powerful than Holy? If so it will cost more than +2.

Also, it wouldn't be SolEiji suggest if you want it to trigger when you strike.

I couldn't find it in the 3.5 DMG so I looked back in 3.0 and it's caster level 10, Craft Rod feat, confusion spell, and caster must be chaotic in alignment, with a 12,000 gp market price.

That is true, if it's PER HIT, that is more like a +X enchantment. While I could eventually figure out how strong that is I actually suggest against it and say, if you hit them (at least once) you get one rod of wonder effect a round. Because imagine a hasted full BAB fighter, 5 d100 roll a round and a table in addition to damage, and everything else. It'll be a nightmare.

You can keep power, price, and simplicity down if you have the effect 1/round regardless the number of damaging blows.

I hadn't thought about the multiple hits thing... Thanks for suggesting that it activate once a round. But what do you think the enhancement bonus should be? I'm terrible at gauging the power of abilities.

Eeeehhhh... if you're gonna do a +X bonus, uuummmm....

Gut reaction says +2 to +3. +2 would make the price comparable to making it a Wondrous Item instead of a Weapon Enchantment, but the effects stray into +3 a bit... sometimes.

Best go with +2 then.

Personally I think it is easier to make it a Rod of Wonder with Mace Damage (just combining the price of Mace +1 and Rod of Wonder), than making a Mace with a Rod of Wonder effect (the +2 or +3 enchantment) but see which you prefer.

the rod already do 1d6 damage so the +1 is enough. Although the hardness and Hit point of the rod isn't the same. Well maybe it is but i think most rod are made of wood according to their look on the pictures. You could always use another material instead. Adamantium for example or just normal iron.

But making a mace with the same ability would be much more like :
(Price +1 Mace) + (Rod of Wonder Price) - (rod of wonder Material)

the material would not be much but the new price is included in the mace construction so you don't need it.

But if I just add the price of a +1 mace to the rod, don't I still need the Craft Rod feat? I want to try to make this as soon as possible, and I don't get Craft Rod until level 9.
