However, the DMG also notes that "restrictions" are not necessarily disadvantages. For example, a Ring of Wizardry that only works for humans is no different from a normal Ring of Wizardry if the wearer is human.

I would say that they should cost the same as the normal item.

Once you have a final cost figure, reduce that number if either of the following conditions applies:

Item Requires Skill to Use
Some items require a specific skill to get them to function. This factor should reduce the cost about 10%.

Item Requires Specific Class or Alignment to Use
Even more restrictive than requiring a skill, this limitation cuts the cost by 30%.

But again, if a human wizard with 10 ranks of knowledge: arcana is making a ring useable only by human wizards with 10 ranks or more of knowledge: arcana, then it wouldn't get a discount from me.
That would really only apply if you are selling something or buying a special item from someone.
A limitation is only a limitation if it actually limits something. If you apply limitations to something that won't prevent the intended user from using it, then there aren't really any limitations. :cool:

In other words, if someone wants to make or have made for them an item that costs 1,000 gp and they wanted it as Human only or Paladin only, it would still cost 1,000 gp. But when they sale it, instead of getting 500 gp for the item (half cost), they would only get 350 gp.

This seems fair (only discounting sales not buying.)
