In Complete Arcane there is a specific Magic Armour called the Crimson Coat of Alphaarz (or something like that). It's a magic leather armour that, on command (3/day) bursts into flame for 1 minute, giving you a deflection bonus to AC, Fire Resistance and damages dudes that attack you.

Now I am currently creating a character who totes around in full plate and thought it's be bad-A cool if this magic quality could be added to his plate mail...he's an Aasimar Shadowbane Inquisitor and I thought the whole 'burst into flame' thing might be somewhat appropriate, given that he can already create light in several different ways...flame gives off light, therefore enough light = flame?

So, how much would such an enchantment cost? Would it be appropriate to simply deduct the cost of the leather from the price of the specific armour and then add the price of the plate mail in? Or would it need redressing somehow to account for reletive armour values?

e.g.
Crimson Coat costs X
Magic Leather costs Y
Magic Plate costs Z

Crimson Plate costs (X-Y+Z)??

OR should Crimson Plate cost (X-Y+Z+W), where W=balancing factor?

You'll get different answers depending on who you talk to. Many DM's will simply subtract that price of the known elements(the +4 Armour enhancement bonus and cost of masterwork leather armour) and then the remaining price is what you pay for adding that effect to another item.

Some recomend finding the effective enhancement bonus equivilent of the item(for example the Crimson Coat you mentioned costs 28,300gp. The closest price to that, enhancement bonus wise, is 25,000gp for +5, so the effect would be worth a +1 enhancement bonus with an additional 3,000gp surcharge).

Talk to your DM and see first if he would be willing to allow you to adapt such an item, and then present your case with examples of how much it would cost, under both systems, to have such an armour made. Remember that, in the long run, the enhancement bonus version will probably cost you more(since it will raises the price of all future enhancments, and since it takes up an enhancement bonus slot) so don't be surprised if your DM chooses that as the method for adding the effect.
