I have a keen scimitar, which gives me 15-20 crit range if I'm not mistaken, is a 15 still a crit if the AC is not met? Is that only on a nat 20? For examples, if my BAB is +10 and I roll a 15, but the AC is a 26, does it hit?

You still need to hit, but a nat 20 is special in that it is an automatic hit. Re-read the sections on combat, your question is clearly answered in there.

No, only a 20 is an automatic hit, for any other number in the threat range you still have to hit the target's AC first.

An expanded threat range would be a good deal more powerful if they were automatic hits.
