Say I have a base attack of 0, no strength mod and a non-magical weapon. Basically, a zero bonus to hit. If my opponent has an AC of 19 and I have a weapon that crits on 18-20...I still miss if I roll an 18, correct? |

That will always hit (and threaten) your target. So in your example, you roll an 18 with a weapon with a crit range of 18-20 against a target with AC 19, you miss. Had you rolled a 19 (still assuming no modifiers from BAB, STR, etc), you would hit and threaten a critical hit. Does that make sense? |
