Critique some of my new Legacy Weapons... [Archive] - Wizards Community

I'm working on a campaign. The characters are starting at level 5, and I intend to give them Legacy Weapons, though they don't know what they are. because of the nature of the campaign, I haven't decided on the Rituals yet... mostly because the characters are ressurected, and have to regain their former power... so they're halfway founding the legacy, and halfway reactivating it.

Anyway, here are the first two character's items.

Parry & Riposte
Character one is an elf who specializes in two-sword style, and uses buff-spells to increases his combat ability. His Legacy weapons are a pair of +1 Warblades (1d8 slashing damage, 20/x2 crit range, Light Weapon), with an audible omen. Parry (temporary name for the defensive weapon) gives off a belt tone when it blocks a blow, and Riposte (the offensive one) gives a fiery hiss when it's swung at someone.

The two weapons used a combined cost; the weapons only work while dual wielded. Base Attack Penalty at level 9 and 13. Reflex save penalty at 8, 16, and 18. Hit point loss at 6, 9, 12, 15, and 18. Caster Level penalty at 6, 13, and 18. Spell slot loss at 7 (1st), 10 (2nd), 13 (3rd), 16 (4th) and 19 (5th).

At level 5, Parry is a +1 Defending Warblade, while Riposte is a +1 Keen* Warblade.
At level 6, Parry grants a +1 Deflection bonus to AC, and Riposte grants Magic Missile 3/day (3 missiles).
At level 8, Parry and Riposte both become +2 weapons.
At level 10, Parry grants a +2 Dex bonus, and Riposte grants +2 Str.
At level 11, Parry grants Cunning (can't be flanked while wielded), and Riposte grants Haste 5/day (1 round spurts).
At level 13, Parry grants an additional +1 Deflection Bonus, and Riposte can cast Summon Monster V 1/day.
At level 16, Parry becomes a +3 Defending Merciful Warblade. Riposte becomes a +3 Keen, Shocking Warblade.
At level 17, Parry grants +6 dex. Riposte grants +6 Strength.
At level 20, Parry grants Regeneration. Riposte grants Meteor Storm 1/day as a 20th level caster.

*note: Giving Riposte Keen might not be the best effect in the world, since the critical threat of such a weapon is only 20. I can't think of a better +1 effect, unless it's Shocking, and then at level 16 it becomes a Shocking Burst warblade.

The Arcanist's Staff
Character two is the dedicated wizard, most likely a specialized conjurer. She starts with a +1 Bronzewood quarterstaff, carved with runes. Whenever a spell is cast while she's holding the staff, the runes glow with the color of the school of magic (kind of like a detect magic spell's auras).

Cost for the Staff:
Skill Check penalty at levels 8 and 15. -1 to Fortitude at level 7. Caster Level penalty at 7 and 13. At every even level, from 6 to 20, a spell slot is lost, increasing level each time, 1 through 8.

Abilties:
At level 5, the staff gets the Lesser Metamagic ability.
At level 7, +2 Intelligence.
At level 10, Dispel Magic 1/day.
At level 11, Metamagic.
At level 13, +4 Intelligence.
At level 16, Greater Metamagic.
At level 17, Greater Dispel Magic 1/day.
At level 19, Spell Storing.
At level 20, +6 Intelligence.

I'm not entirely sure how the mechanic would work for the Metamagic abilities. A 'cleaner' mechanic would state that at level 11, the lesser metamagic is changed into the Metamagic ability... but I don't think that's how legacy items work. Therefore, at level 17, technically the wizard will be able to use a +1 level metamagic feat 9 times a day without changing the prepared slot, depening on what level it's used on.

And yes, I realize that the wielder of this staff will end up at +12 Intelligence over 15 levels. So what? In my opinion, that's the strongest power of the staff, as everything else is either minor effects (1 level meta feats) or 1/day effects.


So... what do people think? Suggestions?
