While generally Yes, a crit on a damage or drain attack will deal double damage, it won't work with stirges. Stirges have a single attack that deals no damage. Instead, if successful on their touch attack it automatically attaches itself, as if it were grappling its target (but deals no damage). If the stirge starts its turn attached to somebody, then it automatically deals 1d4 constitution damage; there is no attack roll for this damage. Since there is no attack roll to deal the con damage, there can be no crit for the con damage. Now, if a Shadow attacked and critted you, then it would deal double strength damage.
