I was thinking about Merciful, and how the opposite would work. An enhancement that allows a weapon to deal lethal instead of non-lethal without a -4. It would be basically just for whips. So would it be worth a +1 enhancement? What about the extra 1d6 that Merciful deals? That would most likely totally overpower it, right? Would the restriction, "This can only be applied to a weapon that normally does non-lethal damage" be required? Opinions, anyone?

i think its a neat idea. I dont know how they value leathal and non leathal for weapon enhancemnts though. I dont think it would be a +2 though. so i think a +1 would due

I don't see much of a problem with this, except that it's simply not worth it for most people. Basically, you could spend 8000+ to get a +1 cruel whip or you could spend a little over 2000 to get a +1 whip dagger. Either one accomplishes the same thing.

very cool concept. however currently there are only 4 weapons in the PHB that deal non-lethal damage(u/a strike, sap, whip,& bolas), so there's not much use for it. in a campaign featuring non-lethal weapons from other sourcebooks(if any exist), or some DM-special non-lethal weapons it could have potential. my take on it would look like this:

cruel weapon : the cruel enchantment can only be applied to weapons that normally deal non-lethal damage. when using a cruel weapon you do not suffer the -4 attack roll penalty when attacking to deal lethal damage and the weapons critical damage multiplyer is increased by x1. market price: +1.

considering the low damage that the available non-lethal weapons deal, i think that the extra x1 would balance the ability enough to justify the +1 market price.

The general opposite for a merciful weapon, as far as I can tell, is a Vicious one. It does an extra 2d6 damage to the target, at the cost of 1d6 to the wielder. It is exeptionally brutal in the hands of someone who has some method (Don't know if it would be DR or energy resistance) to resist the backlash.

Or Wrathful Healing. Wrathful Healing + Viscious is just wrong. +2d6 damage at the cost of 1d6 backlash eh? Seems fine except that Wrathful Healing (a hard to find enhancement, its on a sidebar in Allies&Enemies, or was it Enemies&Allies?) heals you of half the damage you do, so on average, you're getting +2d6 extra (not elemental) damage for a +1 enhancement bonus.
