In complete darkness, as in there is no light source, there is no light(50% miss chance). magical darkness has shadowy illumination(20% miss chance). If I cast magical darkness in complete darkness because I dont want my opponent with darkvision to see me does the illumination increase are does it still stay at completely dark but still makes it so the opponent cant see me.

Darkness drops lighting conditions to shadowy illumination: if they are below that point, they remain thus; however, creatures with darkvision will have a hard time seeing you, as you will them, if they have similar abilities. :D
