When a rogue has maxed out use magic device could he use staffs and wands to counterspell enemy casters spells? He should not need to make a spellcraft check with a rod of greater dispelling and just ready his action on the mage and -poof- activate the rod as he tries to cast a spell and see what happens.
You think it'll work?

If a rogue had a wand/staff of dispel magic, he should indeed be able to counterspell as normal with that:
"Dispel Magic as a Counterspell
You can use dispel magic to counterspell another spellcaster, and you don’t need to identify the spell he or she is casting. However, dispel magic doesn’t always work as a counterspell."

From the dispel magic description (http://www.d20srd.org/srd/spells/dispelMagic.htm):
"Counterspell
When dispel magic is used in this way, the spell targets a spellcaster and is cast as a counterspell. Unlike a true counterspell, however, dispel magic may not work; you must make a dispel check to counter the other spellcaster’s spell."

A rogue using UMD could also cast a spell from a scroll or wand and use it to counterspell, as long as he knew what spell the enemy spellcaster was going to cast and had the appropriate spell. A bit difficult to do, but most definitely possible.

Where is this magic item from?

The PHB has the 6th level spell greater dispell magic. I presume a wand or rod of greater dispell magic wouldnt be a problem for a 12+ level mage to make.

Aha!. A rogue with wands, rods or staffs with dispell effects could use it to counter an enemy mage's spells as sure as he would be able to debuff clerics and whatnot. Thanks :)

Wands have a lvl limit of 4th lvl spells I believe

Wands can only hold spells up to 4th level, and Rods are something else entirely in 3.5 (i.e. they aren't designed to hold spell charges like a wand or staff).
