Can a Character make a Diveing Attack (Charge) and then fly off like with the spring attack feat? If so what feats would be needed?

I believe you cannot spring attack during a charge. In a charge you have to charge directly at your enemy and stop before you attack him.

From the 3.5 SRD:

FLYBY ATTACK [GENERAL]
Prerequisite: Fly speed.

Benefit: When flying, the creature can take a move action (including a dive) and another standard action at any point during the move. The creature cannot take a second move action during a round when it makes a flyby attack.

Normal: Without this feat, the creature takes a standard action either before or after its move.

This, I believe, is the closest you can get, but it does not allow dive attacks. It does, however, allow any standard action (i.e., spells, breath weapons, etc.).
