I'm curious as to why there is no option for divine casters to use runstaves (from MiC) does anyone have any theories?

Alternately, can anyone see any reason for not allowing them if one were to houserule it?

Clerics (the most iconic of divine casters) already has access to all the cleric spells. (Alignment not withstanding) and both clerics and druids can already substitute spells for a spell they have prepared.

And it’s not an opinion it’s a theory

That's true, but Favored Souls do not have this ability. They have limited spells known, as sorcerers do.

Even as is, the ability to sacrifice a prepared spell for another spell that fits the circumstances would be a good thing.

I bet we'll see some divine runestaffs in Complete Champion. If a player in my game wanted to create one, I'd allow it.
