Sorry, but I'm a bit confused as to the entry of the Half-Drow abilities in Races of Faerun (pg. 63)

Half-drow have all the half elven racial traits except as follows:

Darkvision
Drow Blood: For all special abilities and effects, a half drow is considered a drow.

Err - what abilities do they exactly get, and what do they NOT get?

All you have listed. They get darkvision instead of low-light vision. Drow blood simply means that they are considered drow, rather than humans, much like half-orcs are considered orcs by orc-bane weapons or the like.
Althought I have to admitt that I always thought, drow were elves, and the would not exist any 'drow'-subtype...

Having "drow blood" specifies further that half-drow qualify for such things as prestige classes and racial feats limited by subrace (in addition to qualifying for anything half-elves in general do).

Why other half-elves have not been given the same treatment is anybody's guess, but clearly the intent is that a half-moon elf in turn would have "moon elf blood" etc.

Note that while several resources give the prerequisite race as "elf or half-elf", it is in fact redundant information to spell out the latter. If half-elves were not meant to qualify, then that would need to be specifically noted because it would be an exception to the general rule.

Elven Blood: All effects related to race, a half-elf is considered an elf, so says the PHB. As for half-drow abilities, they have everything a half-elf has and darkvision. In the source book Waterdeep: City of Splendors, there's a half-drow NPC listed with her stats and she has darkvision and low-light vision. Other than that, theres nothing special.

So the real question is...what do you get when you cross a moon elf with a drow elf? The best of both worlds?

No, either a Moon Elf or a Drow, not both. Cosmetically, it may take some visual traits of the other sub-race. For example, you could have a drow that has gold flecks in its eyes like a Moon Elf.

Actually Mad Mage I think you're correct according to the rules...at least thats how it works between Sun & Moon elves.

Well, matter of factly, drow are elves - just don't tell them. They are special elves, much like the fey'ri are special tieflings. Drow blood with regards to items does indeed not mean much, as you don't have that many items which are that specified. Haven't checked whether it holds true for special drow feat though (e.g. Elfhunter).

Anyway, drow are more removed from the other elven races, hence they get a special mention. A close second might be these water elves. I for one seperate most elven sub-races from one another, with the wild, wood and water elves somewhat further removed from the main tree, which would be star, moon and sun elves. The drow branched off earlier. Every subrace will have its own dialect, as much as some special feature/s (not least represented in ability modifiers etc.).
