I'm don't typically use epic level stuff, but I had hoped to use a Netherese Arcanist as a major villian in a campaign I'm working on.

But reading the PrC requirements has left me a bit confused.

What for instance is the Improved Spellcasting feat? Is it supposed to be Improved Spell Capacity? And, if so, do I have to take it multiple times in order to reach the ability to cast 13th level arcane spells or once I take Improved Spell Capacity do I get the ability to simply keep gaining bonus higher level spells based on the character's intelligence?

I'd appreciate any help.

You must take Improved Spell Capacity multiple times, once for each spell level between 10th-13th. That in turn (along with the assumption that Improved Metamagic is still as a requirement) means that many of the NPCs who supposedly have levels in the class actually would not been able to meet the requirements of the PrC at the level they allegedly entered into it. If they had full stat blocks built from the ground up (i.e. Saharel), or if their stat blocks had followed the rules (Aumvor) then they either would not have levels in the class or at least not as many as they are listed with.
