I don't believe he has stats anywhere, but I would just beef up the stats for a normal Owlbear. Make him one size bigger, add either 5 more hit die, or give it like 5 levels of fighter or ranger and you should be good.

-That truly is fearsome. Heh, no one would think it's anything more than a big ol' Owlbear, and then- BAM!

I think that CR needs to be adjusted slightly.

EDIT: Isn't there also some legendary animal template out there somewhere?

Yeah, it's in the 3ED book Masters of the wild.

Why is the CR only an 8? shouldn't it be like 23 or something? 15 + 8?

It's CR is 4 (the old cr) + 11/3 (4; add one CR per 3 HD) makes CR 8. Page 294 table4-4 in the MM.
The legendary animals are featured in the MM2.

I'm quite sure the Challenge Rating is appropriate. Sure, the "hornclaw" has tons of hp, an invincible Fortitude save, an attack bonus that always hits except on a fumble, deald lots of damage, and comes with Improved Grab and an amazing grapple bonus. But that's it.

It has crappy AC, it's Reflex and Will saves are under what the good saves of CR NPCs would be, it has no ranged abilities, it has barely average movement, and it's not exactly bright either.

An archer with better movement than the owlbear could manage to stay more than 70 feet away at all times and cripple it with arrows. At that level, that can mean a barbarian, a ranger or scout in undergrowth, a fighter in light armor with boots of striding and springing, etc. A wizard or sorcerer could simply cast fly and blast the beast with scorching ray spells. A druid with Natural Spell could do the same by taking a flying form and shooting call lighting or even just produce flame. Or someone could cast hold monster and let the rogue deal a coup de grace.

Just make sure the owlbear is far enough that it can't charge on the first round (put it at exactly 15 squares from the nearest PC). If the PCs allow the monster to get in melee with them, they deserve to get a beating. The only ones who might not outrun the owlbear are those with a speed rating of less than 30 feet. But then again, if no one in an 8th-level party has a mere tanglefoot bag (remember Hornclaw has a touch AC of 8), or even a haste or slow spell, they still deserve that beating.
