It is a playable race. It has a Level Adjustment in its entry.

However, it's ECL 12 (7 RHD, 5 LA) so unless your game is starting at level 12 or higher... it's not a valid choice.

Also consider asking the forum to help you create a Savage progression for it if you really need/want to use it before ECL 12.
