-Though there is no official answer (that I am aware of), I would rule that the Dracorage Mythal would effect such creatures, but in a limited way. Maybe giving them a penalty to CHA checks, for being all grumpy, or something to that effect.

Well, the "official" answer is the epic spell located in the Dragons of Faerun sourcebook, and it states that it does affect dragonbloods.

However, in both recent dracorages, no mention is made of any unusual occurances with any creatures other than dragons, so you have contradictory information. Lore wins over crunch.

-That's simply because nothing in the Year of the Rogue Dragons trilogy featured any of these creatures. In one of the two Realms of the Dragons anthologies, a Dragon Turtle was featured falling ill to the rage. While they are Dragons, they are not traditional Dragons, like the creatures featured above.

That's because dragon turtles have the dragon type. In the novels, we see plenty of landwyrms and drakes affected by the rage, and neither family of creatures are true dragons.

Though we don't have examples of this, I'd rule half-dragons to be affected by the rage, as they also have the dragon type. Creatures with the dragonblood subtype are a different matter. They never have the dragon type, so I wouldn't have them enter the rage. They may get mor grumpy or irritable than usual, but this wouldn't have any mechanical impact. Otherwise, you'd have tens of thousands of kobolds raging throughout the Realms.
