I'm assuming you are asking for the 3.5 update of the fey'ri. It is in the Player's Guide To Faerūn web-enhancement (http://www.wizards.com/dnd/files/PGtF_WE_Monster_Update.zip). You can download it if you haven't already.

It didn't present this as a character.

The update is not presented as a race, it simply says what you have to change to the monster entry presented in Monsters of Faerūn. In this way, it's like a template. Of course, the fey'ri presented in Monsters of Faerūn and the fey'ri presented in Races of Faerūn are the same creature, the former presented as a creature to fight, and the latter as a race. If you treat the update as a template, you know what you have to change to both to upgrade it to 3.5. Not all the entry is useful for the race update, since the pdf updates the entry to THAT fey'ri appearing in Monsters of Faerūn.

Trying not to violate the community code of conduct, I will refer to what the web-enhancement exposes and make an explanation to how to upgrade the RACE to 3.5 ed:


Outsider (native): You simply have to realize that, as a planetouched, a fey'ri is a native outsider and this subtype is applied.
+1/+1;5 ft./ 5 ft.: This is to update the entries that were used in the Monster Manual and is not useful.
10/magic: Use this new damage reduction instead of the previous one. Realize that damage reduction is not always applied to a fey'ri.
Bluff +3, Hide +4, Listen +2, Move Silently +2, Search +3, Spot +2; Stealthy; LA +2 or +3. Abilities change to Str 13, Dex 13, Con 10, Int 12, Wis 9, Cha 8. Hit Dice change to 1d8 (4 hp); initiative changes to +1; attacks change to longsword +2 melee (1d8+1); saves change to Fort +2, Ref +1, Will –1: All this entry refers to the entry in Monsters of Faerūn. If you generate a character normally (generate ability scores and then apply racial modifiers, add your class, assign skill points depending on class, add feats, add bonus depending on race) you don't need all this.
elf blood (as half-elves): It's the list of special qualities, this is mentioned in Races of Faerūn and uses a possibly updated 'elf blood' quality... you'd better look at the half-elf entry in the Player's Handbook, just in case.
replace alternate form with change shape (any humanoid form) in special qualities (see Monster Manual): Clear?
The fey’ri presented here is a 1st-level warrior. It had the following ability scores before racial adjustments: Str 13, Dex 11, Con 12, Int 10, Wis 9, Cha 8: This is for the entry in Monsters of Faerūn, you don't need it.
A fey’ri can only have one of the following three abilities: damage reduction, dimension door, or enervation. A fey’ri with any of those abilities has a level adjustment of +3: A thing you should already know from Races of Faerūn.
