Xvarts are a small humanoid. They are in the baldurs gate video game and Dragon mag # 336 I think.

Xvarts were the old-school Greyhawk version of Blues from the EPH, pg.189.

According to my original copy of the Fiend Folio (circa 1981):

Xvarts are a diminutive race of blue-skinned, oranged-eyed humanoids, who typically act as a go-betweens for the kobold and goblin races respectively, usually attacking the former if they outnumber them.

There is also a 1 in 20 chance of any encounter having a tribal shaman Xvart, who is a magic-user of either 1st or 2nd level of experience.

From what I recall, adventurers loved going out of their way and harassing and ultimately destroying many a Xvart outpost, cave or dwelling. We did it because they were evil, enough said. That was good enough reasoning back then - we were 15 and it was cool.

Man, at least the heat was off the 1e and 2e kobolds once this book came out, even at high levels, Xvarts and Kobolds still served as somewhat of a comic relief, or a good way to unwind over a weekend of drinking after saving the princess.

-2 str, -2 con, +2 dex, small and with a favored class of Fighter. They deserve a -2 LA. In terms of power, they are below kobolds and slightly ahead of anemic cats. How they have mananged to survive this long is a mystery. AFAIK, the only places they appear in the FR are in the video games. I don't ever remember seeing a mention in any source book or novel.
