im looking for a rule that would give the life draining effect of arty's dagger please input ideas

In the 3.0 FRCS, yes. However it has been generally considered for awhile that his dagger has the vamperic quality. Charon's Claw has many write ups around the boards usually including the smoking ability, Intelligence and blacklight a couple of times a day.

I imagine many of the current discrepencies between RAS's novels and the FRCS will be ammended in the new FRCS. For now look for a version on the boards, use the 3.0 write-ups or simply create your own versions.

In the 'Magic Item Compendium' there is a "Vampiric" special weapon property, which might fit.

As for the Jeweled Dagger, I've come up with this:

The Jeweled Dagger is an emerald-studded +3 Deadly-Precision Parrying Defending Assassin’s Dagger. It has a long, thin blade and a broad guard, much like a main-gauche, making it an excellent defensive weapon for fending off attacks. In addition to this weapon’s already potent magical abilities, the Jeweled Dagger has three other special abilities. First off, the wielder can use Vampiric Touch (6th level) 3/day, as an immediate action upon a successful melee hit, dealing an extra 4d6 damage against an opponent. This extra damage heals the wielder if down on hit points, or if full then they are stored as temporary hit points for 1 hour; these temporary hit points do not stack, and the wielder cannot gain anymore than the opponent’s current hit points +10, which is enough to kill the subject. Secondly, if the wielder performs a coup de grace on a target, and either kills the victim or puts them at -1 or fewer hit points, the Jeweled Dagger automatically enacts an effect similar to Death Knell, healing the wielder d8 hit points plus 1 hit point per the victim’s character level (or CR). This may be used in conjunction with the Vampiric Touch ability. And last, but not least, as long as the wielder holds this dagger he cannot be flanked.

Vampiric magic ability is also found in Magic of Faerun.

Without going into a too much powerful weapon (no offence meant Bondius: I liked your jewelled dagger stats :P ) I think it can be a dagger with the vampiric and defensive properties and any enhancement from +1 to +4. You could also think about adding the keen quality to the dagger (and I wouldn't go over a total bonus of +6).
FRCS Artemis' dagger and sword didn't reflect their abilities in the novels because of level cost restrictionf for characters. The same goes for Drizzt's equipment in the same handbook.
As this is a recurring question, I think you can easily find many more interpretations of such weapons, if you are interested: Drizzt's scimitars and Artemis' dagger&sword are pretty much discussed on this forum (or at least they used to be some time ago: it have been some months since my last visit here :P ).

Very possibly. Also I believe it can be found in the Magic Item Compendium as it has been told (but since I still don't have it...).
Anyway I don't think it is different from the orginal one or otherwise it would have been included in PGtF (which statted modifications along with a few new magic items: those things that were not modified in PGtF are assumed, at least by me, but I believe they tell this in the book, to stay as they were in 3.0).

BASICALLY, it's a +2 ability the enables the weapon to deal an extra d6 damage, and that extra damage heals the wielder. No save necessary (unlike the one in 'Magic of Faerun').

Is this true?!? I'm yet to get the September issue(mainly because it's not september yet), is this from a preview then? If this is true that woul;d be great.

It's there as part of Entreri's writeup in an article covering the top 20 D&D villains (I did him and four others). I do regret not having as much space available for some of them as I would have liked (the top 3 got roughly a page each, while the lower 17 got a much lower word count. Orcus got especially nailed by the limit, but hopefully folks like what's there).

Oooh, I can't wait now for the next issue. How do you feel about Dragon's transfer from paperback to online format? As a writer of article that people can pick up, hold and look after, it must feel rather different writing for an electronic magazine.
