Rules for creating decent dragon hide armor are to be found in the Draconomicon. +4 "Dragoncraft" Shadow Dragon Hide would cost 22,050 GP, with AC +8 (+4 armor, +4 magical), Max. Dex. +3, ACP -2, ASF -25%, SP 20 ft.. It will also give a resistance to the energy type the dragon uses, in this case more likely a bonus to saves against negative energy. That would be it, more or less.

Or it would a simple +4 masterwork armor (type depends on how old the dragon was).

Yeah, I'd say it should give a +4 bonus on all saves to resist negative energy.

Unfortunately, the Draconomicon didn't really address making dragoncraft armor out of anything other than the base chromatic/metallic types of dragon from the Monster Manual. I mean, ones that have a specific damaging energy type (acid, cold, electricity, fire, or sonic), but not much else is specified.

In order to make hide armor for a medium creature, the Shadow Dragon would have to be the Adult category at least. In that case, you're looking at an encounter of at least CR 13.
