I've got a halfling (Slayn of the wolfhunter clan), that I wish to utilise the two weapon fighting style, having a weapon that I can fight with close combat and if need be, throw it. I would also like to use weapon finess on this weapon.

Is there anything better than dagger or machete? d4 damage?

Got a low str and high dex

If you want to trow it, I'd go with dagger.

- has only .5 damage less on average
- easier to throw (no need to take extra feat or use it as improvised)
- can do 2 kinds of damage.

However, your damage looks to be abysmal. Find a way to add to it ASAP! Given that you probably have a very decent dexterity and maybe passable wisdom, I'd say put a level or two in Swordsage: 2 levels give you decent skill, a nice bump to your will save, and enough maneuvers/stances to go for Shadow Blade and add dex to damage with most finessable weapons. Assassin's stance works well, too. The only other weapon I'd recommend is the kukri - same damage, can't be thrown, but crits more often. Thus, it's better if you have sneak attack/skirmish/sudden strike and take the telling blow feat

If your DM is ToB-phobic, levels in invisible blade, scout (for swift hunter) or even plain old rogue can help. I like pure rangers as much as the next guy, but you have to find a way to, you know, actually do damage.

Yeah, I have tought about the Kukri with its higher crit factor. But i was loving the idea that my halfling barbarian could strap two swords (machetes) on his shoulders (quickdraw -eventually) them and if need be throw them if ranged combat was needed. Its however only 10ft range increment and with d4+1 damage (12 in str) so..the advantage is not that great.

Perhaps go back to kukri and sling as ranged weapon..

The character has not yet been fully developed but the stats are as follows with a 32 point buy:

Str:12 +1
Dex:17 +3
Con:14 +2
Int:12 +1
Wis:15 +2
Cha:08 -1

He's a stronheart halfling, giving him an extra feat while losing the +1 save bonus. We're also getting one reginoal feat for free from Faerun.

Currenly I am also using the simple variant of the barbarian, giving him some ranger abilites traded for the rage ability. The reason for taking the barbarian is to get some extra hit points and martial weapons are available..

To add to the complication, I am planning to go into the druid avenger with shapeshifter abilites (unearthed arcana/phb2?).

Hoping that the DM will be able to let me take the Druidic Avenger with Shapeshifter (Trading the movement (already got it as barbarian) for animal companion and thus i will have animal companion and wild shape to trade for shapeshifter)

Slayn of the Wolfhunter clan has obviously not yet been completely born :)

I like Throwing Axes. 1d4 as a Small weapon, throwable, light (and thus finessable).

Might wanna get some Sneak Attack or Skirmish dice on that build. Unenhanced d4s aren't terribly skeery in the big boy world. Poisons might help, if you're into that.

My last 'double weapon' Halfling Ranger was an alchemist with the Grenadier feat (PHB2) and the Shaped Splash feat (Races of Eberron), as well as Point-Blank Shot and Rapid Shot. He threw Alchemist's Fire / Frost / Spark at people, and the Halfling Racial bonus to thrown weapons, combined with the size bonus to hit and his high Dexterity meant that he never, ever missed. Shaped Splash allowed him to avoid hurting his allies, and extend the usefulness of his projectiles. Instead of an Animal Companion, he took the Distracting Attack option from the PHB2 as well.

So yeah, basically I built a character based around throwing money away. It was fun. :)
