Was mentioned in the 2e Drow of the Underdark as I seem to recall.

In the book underdark they have scourages that are pretty nice. they have enchantment stuff and other usefull things. That's the closest you'll get in 3e I think.

Also check out Magic Item Compendium for the Scourge of Pain. It's just plain vicious, and if you add the domineering enhancement, it's even nastier. AND, if you have the Book of Erotic Fantasy, add the will-sapping enhancement to drain 2 points of wisdom with every hit (Will DC 20 to resist, permanent on a critical hit). Add it up and every hit requires three saving throws in the DC 16-20 range.

I thought I saw it somewhere in 3e... damned if I could think where. Thought I was imagining it for a while. :D

Yep, various sources for the whips. The Drow of the Underdark as well as Demihuman Deities had them for AD&D. The City of the Spider Queen web-enhancement had them for 3E, Serpent Kingdoms and Underdark for 3RE.

I still wonder why WotC have not given the whip and/or scourge weapon proficiency to the Lolthite clerics (optional to short sword/rapier/hand-crossbow), as they are more likely to use them than any other weaponry. BTW, the 3E version where quite useless, once a cleric got above level 7.
A bit of a let-down that they do not feature at all in the 3RE Drow of the Underdark book.

The Magic Item Compendium has the aforementioned scourges of pain, while the good old tentacle rods of Demihuman Deities (and now somewhat weaker - MIC) rock much more ...
