There is a bit more detail in the old 2e Moonsea accessory.
The area is rumored to hold a pleasant race of sea people called "sea drow".

The city of city of Northkeep sank beneath the waves in 400 DR, after an atttack of 40,000 evil spellcasters, witch-doctors, shamans, etc. They are said to have died with the city and still haunt it.

Can't tell you much more without being a spoiler, or looking it up.

The already mentioned 40,000 "inhuman mages, priests and shamans gatheredm on the north shore of the Moonsea and chanted to their gods. The gods answered and sank Northkeep, but also destroyed the throng of humanoid spellcasters who dared disturb their divine slumber."

The bells of the city still ring on foggy nights, and can be heard even in Hillsfar. Some think the city will rise again, and that it is still blessed by Selūne. And a race of sea elves called the marel (the aforementioned sea drow) lives next to the ruins.

There's more info about the marel in the Moonsea sourcebook (which I quoted). Though they don't look like drow, they're about as evil and they worship Umberlee.

11-06-03, 10:46 PM Wasn't there a bit about legends of Northkeep rising out of the waters again? It might have been in the players book, and not the dm book of Moonsea.

That could be a good plot hook for the original poster, if his players can handle a small nation of drow-like aquatic elves, banish the haunted souls of 40,000 evil spell casters, and perform the correct rituals to invoke Selune's blessing...

A risen Northkeep, with a better natural harbor and location than Zhentil Keep (it must be better - it was the first chioice for the original settlers in the area), could add some Zhentarim plot twists, as they would swiftly react to the new threat to their economic dominance of the Moonsea.

11-06-03, 10:59 PM I think the Sea of Fallen Stars supplement....the one that detailed life under the sea....had more on it. I don't believe that the sea elves were drow at all. They were just sea elves who defended the ruins of Northkeep. Due to an enchantment of Selune's, the island would rise up every once in a while.

Also, there was a series of portals posted on the WOTC website that dealt with the area. There is a lich that lived the destruction who lives at the bottom of the ocean. He created a few portals around the Moonsea and has undead agents around the area who do his bidding. Take a look at the archives for WOTC FR website. I would provide the link, but I am leaving work.

The Northkeep portal mentions the lich, but not any other inhabitants of the city.

The Moonsea supplement specifies that the marel are sea elves who failed to defend the city the first time, so they were cursed. They live near the city, and have pale skin, blackish green hair, and glowing green eyes. They are definitely full elves, just thoroughly evil. But the locals call them "sea drow."

Drow are full elves too, but you're right that the marel are definately not drow. The name 'sea drow' has stuck though because it fits.

Eh, I should have made that a bit more clear. I got the term "full elves" from the Moonsea sourcebook -- they used those specific words. They were trying to say that despite being called "sea drow" the marel had the same abilities as normal elves, not drow.
