Probably. Or at least they will be soon as Dragon of Faerun will include the whole Tiamat war, where those dragonspawns are part of, into the realms.

Dragons of Faerun makes it possible to include dragonspawn in the Realms, but it is by no means required. The book is perfectly usable without doing so.

How much info in half-dragons there? Are they affected by the rage?

The best thing about half-dragons is that they can't enter Waterdeep...

Kinda makes you wonder how a certain someone's daughter spent her whole life there without suffering from Waterdeep's anti-dragon bubble... :P ;) :P

Ty everyone. I was just wondering. I don't think I use them in my realms and hopefully my players won't say "Yeah I want Bluespawned Godslayer barbarian for my new character".

Doesn't the spell effect those coming in not those already there?

yeah it is. Its not a visible bubble but there is a powerful spell shielding the city from dragons and dragon attacks. It is centered on a staff and the weilder of the staff can allow selected dragons to enter the city freely.

As for Elminster's daughter:
1.While by the rules she should be a song dragon we have seen no evidence of her being one yet so she may not need permission.
2. As her mother was living in the city she had permission which meant that any offspring she bore while in the city would have also had permission.
3. the spell blocks an already existing dragon form entering;it has no effect on a dragon's ability to concieve draconic or part draconic children while in the city.
4. The daughter was appearently granted to the dragoness by Mystra-I rahter think that she could make sure it happened no matter what the spell/staff magic normally would do :D

It was in the City of Splendors book.. Written by Ed Greenwood, the creator of the setting decades ago, and Eric Boyd, known perhaps as the second most well-learned lorekeeper of Realms material since 2E.

Seeing that no replies were made in the last few days, I dub your reply, Sir Goth, as a 'Knight of the Punchline Order'
