As the title states i want to know if dragons can level up. I have been told they can but it seems to me there are some high level dragons in FR. Does any one know if they can? If they can't, do you know where it says this?

Most dragons take levels in Sorcerer which represents that their use of magic comes from natural talent and not study, but that's not always the case.

Very old dragons, including the dracolich known as the "Creeping Doom," sometimes find the time and solace to formalize their study of the Art.

Take a peak at the Wyrms of the North articles for some examples.

Most Dragons do not need to add class levels, their sheer power that they receive naturally makes it irelevant. Dragons are natural sorcerers so that may be considered class levels but they have these levels naturally. For insyance most great wyrm dragons are at least 17th level sorcerers.

Most monsters have advancement ranges listed in the monster manuals, some adavnce hit dice while others advance in classes and some none at all. But really there is nothing stopping you from adding class levels if you want to.

Mechanically, any creature with an Intelligence score of at least 3 can advance in any class it wants regardless of whether it is the creature's default method of advancement, though (lack of) manual dexterity and mental ability scores obviously set a practical limit for most critters.

Also, a creature that fulfills the requirements to a prestige class with its racial features can simply start advancing in a prestige class without taking any standard class first. For example, an ancient brass dragon (with the appropriate skills, feats, and spell selection) could start as an archmage at its first class level.
