I love Underdark. Itīs a fine book, and I intend to use it a lot. One thing that struck me as being a bit contradictory was the following:

Underdark page 9.

The magical seal that so long protected the kingdom of Deep Imaskar has been rbeached, and a few deep Imaskari have begun to wander the deep ways of the world...

Underdark page138.

The Deep Imaskari avoid contact with outsiders, dispatching only the most trustworthy and secretive of spies into the outer world...

I guess one is led to believe that only a minimum of these people has left their city. However, a vast distance away, in the city of Sshamath (page 175), 1% of the population is, in fact, Deep Imaskari. That means 120 people.

Is there a rational explanation for this?

The few Deep Imaskari who are spies would be only those who are absolutely trustworthy to the Lord-High-Muckety-Mucks of Deep Imaskar, and thus would be very small in number.

However, on page 9 of Underdark, under the racial description, it also says:

Those who choose the path of exploration do so at a cost: They must turn their backs forever on their homes behind the Great Seal. The location of Deep Imaskar is magically excised from the brain of any Deep Imaskari who chooses to leave, so that even should she run afoul of mind-reading creatures (as many have), the race's final redoubt will remain safe.

I would guess that the Deep Imaskari residents of Sshamath are these expatriates. And the term "a few" could mean anything from three to several thousand, depending on the total population of Deep Imaskari in Faerun...
