Well, if you wanna believe the Kobolds; it's them...:D

No, I have not seen anything on Toril that would continue the succession.

Funnily enough I may have found something

Sean Reynolds did an Article for WOTC website making a Class for Half Dragons

http://www.wizards.com/default.asp?x=dnd/sp/20030912a

Im thinking of taking the abilities a First level Half Dragon gets and making it a new race with an ECL of 1 like Assamirs and Tielfings

Dracoling

+1 Str +2, Int +2, resistance (lesser), racial HD type increase, natural armor +2, darkvision 60 ft., low-light vision

Favoured Class: Sorceror

What do you think?

I've read there's a dragon-touched (or draconic) race (or template) in a Dragon issue, the 301 IIRC.

Looks good. It would be compatible with the others game mechanics wise.

Yeah Ive got a really cool idea for an NPC

In Raiders of Galaths roost theres a Gold Dragon Wyrmling captured in the Zhents fortress, The Zhents think hes a Paladin of Torm (Hes polymorphed). But I wasnt happy with a have a Gold Dragon in the party, so Ive altered him some what. Hes a "Dracoling" Paladin or Cleric of one of the Dragon gods.
Eventually he'll take levels in the Dragon Discple PrC (Im going to ignore the Spontanous casting requirement)

the Dracowings and Improved Dracowings feats that SKR made make reference to a "Quarter-Dragon"

http://www.seankreynolds.com/rpgfiles/feats/dracowings.html

Has anyone seen stats for a Quarter-Dragon?

If you want this class to be a Sorcerer switch out the Int for Cha. I don't think it would matter as far as changing the LA of the "Dracoling", but it would aid it in being a sorcerer. Dragons do get Charisma anyways I don't see why they can't get it first.

I'd like to know. I've heard of its existence from the web only.

DRAGONBLOODED HUMAN
Size: Medium. Dragonblooded humans have no special bonuses or penalties due to their size.
Ability Modifiers: +2 Strength, +2 Constitution, +2 Charisma.
Base Speed: 30 feet.
Natural Weapon (Claw): Dragonblooded humans may use their sharp claws to deal lethal (slashing) damage instead of nonlethal damage with an unarmed attack. Darkvision: Dragonblooded humans can see in the dark up to 60 feet. Darkvision is black and white only, but it is otherwise like normal sight, and dragonblooded humans can function with no light at all.
Saving Throw Bonuses: Dragonblooded humans gain a +4 species bonus on saves against sleep and paralysis.
Skill Bonuses: Dragonblooded humans gain a +2 species bonus on Intimidate and Spot skill checks.
Bonus Feat: Dragonblooded humans receive either Archaic Weapons Proficiency or Simple Weapons Proficiency as a bonus feat.
