In "Lords of Darkness", the "mordayn vapor" can provoke a suggestion.
Can it control someone with this suggestion ?

I think that the smoke itself doesnt suggest anything, but if the creature fails the save the first suggestion that is uttered is followed...

The drug itself is not intelligent, so it can't control anyone.

What it means is that if the user fails this savong throw, he will do anything he can to lay his hands on some more Mordayn Vapor.

I would rule that any drug that could in and of itself compel a group(ie Lich is, good, lich is great, his enemies we'll mutilate) would have to be magical in nature.

However a drug that eroded the wisdom or will saves(mostly the same thing, but there could be a reason to want one and not the other) so that the lich(just an example) could easily charm and suggest the population could be nonmagical. I would also apply bonuses to diplomacy or bluff checks as well.
