I am looking to start a new campaign within Toril but I need to find a forgotten realms setting, beginner-level city adventure within to fire off the campaign start. Any suggestions?

Dungeon #88 has an adventure set in Athkatla.

There are also several D20 companies that produce modules that would fit in with the Realms like Necromancer Games. I would suggest Crucible of Freya if you go tht route, it is simple, fun and has enough material with the downloads that you can fuel a campaign for four or five levels (2 or 3 months). It isn't a city but it certainly can be changed without too much effort.

On top of that is the excellent Sunless Citadel from WOTC themselves. There is only a single Greyhawk reference, to Pelor and all you do is change it to Lathander and bingo, bango. The location is generic enough you can fit it in with most regions of FR. Again, you can expand the setting a bit to a more cosmopolitan setting.

There was an adventure in a recent issue of Dungeon Magazine, The Mad God's Key, 114. It is a Greyhawk adventure but with some modification you can turn it into FR and it is most definitely a city adventure, its set in Greyhawk. Watching Dungeon Magazine is a good bet for many adventures and while it isn't always ready for use right then, there is always future use!

Lastly you can check RPGnow if you don't mind pdfs. Haunted Halls of Evening Star is my favourite FR starter adventure. Check them out, cheaper than any module out there.

If you can get your hand on it, i suggest the adventure from 1st ed that is called «Under Illefarn». It is in the Daggerford region, near Waterdeep. I'm sure you can find it sheap on Ebay or as a PDF file on Drivethru.

There are some mini-adventures in the end of Silver Marches, but they might be to high level and to much out-doors for you. (like levels 5 to 12 IIRC)
Just reading the Silver Marches gave me a miriad ideas for quests though.

Also you might try addopting some of the older 2nd edition material.
"Doom of Daggerdale" might work for a level 2-3'ish party. (it's about battling Zentarym and something else in and around Daggerfalls, nice story)

Randal Morn certainly has his hands full! The temple of Lathander, which burned to the ground eight years ago, seems to be the source of a curse affecting the entire town. People are taking ill, animals are dying overnight, crops are failing. All this seems to have started after Eragyn, priestess of Cyric, disappeared from Daggerdale. Shortly before that, a forgotten mage-lord's crypt was discovered and opened; things just haven't been the same since.

Constable Tren is displeased with the situation, what with suspicion being cast in the Zhentarim's direction as well as toward Cyric's priesthood. He's undoubtedly making the Dalesfolk's live more difficult than usual because of this upheaval. Randal has sent out the call for aid to all who are interested and able to help; his freedom riders have their hands full already.

A missing evil priestess, a mage-lord's crypt-curse, a plague, and possible Zhentarim involvement: all the elements of a rousing adventure in one place! Where do your characters sign up? Step right this way, won't you?

Dungeon's Magazine 87.There's a starters adventure taking place at Mistledale,involving Zhents i think.As for "Doom of Daggerdale" it's part of a trilogy(the third adventure is "Return of Randal Morn" as far as i remember,i can't remember the second adventure's name).The hole trilogy deals with the liberation o f daggerdale from the zhents and the restoration of Randal Morn as the rigtfull ruler of th region(it is mentioned in the FR Campaign Set).It's a 2ed module but i've played it converted in 3rd edition.It's easy to convert it and it's a very interesting mini campaign with good plot and some nice surprises.

in The North boxed set you may find a revamped version of Under Illefarn (yet it's 2nd ed) Or you may try to go back to 1st ed with Treasure Hunt, where you start with 0 lvl chars, as prisioners of northmen
