So I was just on this page (http://home.flash.net/~brenfrow/fr/fr.htm), and I noticed that there's no product numbered FR8. It goes from FR7 to FR9...

fr8 is the cities of mystery boxed set.

It's on there, just look a little harder. :)

It's up in the Box Sets column, 2 up from the Accessories heading.

FYI, it was primarily a set of maps and cardboard cutout miniatures for Waterdeep if memory serves with a small booklet on Waterdeep.

FR8 is about Waterdeep? I had the impression it was a non-Realms product with a Realms logo, so never bought it. Apart from the cardboard miniatures what you're describing sounds like City System.

The City System product covers Waterdeep. It has a thin booklet and lots of large maps. Some of the marketing text indicated that it was a generic product but it's definitely for Waterdeep.

Also, there were no cardboard cutouts.
