Would a Halfweight Full plate armor have less armor check penalty and allow more max dex bonus, since its a light armor? Or would it follow the standar Full plate rules?

What's the halfweight armor referring to?

its from the Underdark book. It's a sort of armor that is binded togheter with psion powers. No matter what armor it is, full plate, half plate and so on, it count's as a light armor, so anyone with light armor prof. can use it.

The halfweight property doesn't affect the maximum Dexterity bonus or armor check penalty of the armor it's placed on; if it did, it would say so. It allows even heavy armors to benefit from many abilities that they are normally restricted from (evasion, ranger combat abilities, barbarians' increased speed, bards' ability to cast spells, and so on). Personally, I think a moderate benefit in the areas of max Dex, armor check, and arcane spell failure chances would all be reasonable, but by the book, none of them are granted by the ability.
