1) How would a PC become a member of the Harpers? I know it requires a sponsor, anything else involved?

2) What powers do the magical silver pins worn by some Harpers impart to the wearer?

Code of the Harpers from 2e has such info for question 1.

Magic of Faerun has info for question 2 since WOTC has changed the pins into lesser and greater versions.

More then 90% of Code is perfectly inline with 3/3.5e since it's lore and not mechanics.
