I am planning to run a campaign in the Silver March and after reading about that place I thought to my self this place tend to have big numbers encounter not just your usually party vs few mobs.
So here the big question how can I run an encounters player vs small army, army vs army, army invading a city, or anyone can refer me to a book that can help me run such encounters.

the upcoming minatures guidebook should be able to shed some light on the situation, and i think there was a post like this not too long ago, i don't know for sure how long but there was a lot of info givin. Try looking that post up.

You should try the "Open Mass Combat System" from Moongoose Publishing in the Quintessential fighter, it works very well.

There is always:

Cry Havoc (http://www.montecook.com/mpress_Havoc.html) by Monte Cook and Malhavoc Press. He was one of the authors of 3E.

Coming soon is Fields of Blood (http://www.edenstudios.net/odyssey/7005.html) which looks a little more in depth for a war.

I've heard good things abou the first, but the 2nd one looks a bit more in depth.
