No. You'll still need the Campaign Setting book. Any rules for the setting that didn't change from 3.0 to 3.5 (for instance bonuses and penalties for certain PC races such as tieflings and aasimar) aren't detailed in the PGtF - you are just referred to the page in the FRCS. Plus there is a lot of setting information that is contained only in the FRCS (most notably, a map and many pages of description of the people and places of the setting).

you could go with the PGtF is you were only playing in FR. If you are DMG you need the FRCS. If you don't have the FRCS. i would suggest a generic world. or make one up

The Players Guide to Faerun isnt a Players Guide to campaigns in Faerun, it is a hollow, overpriced compliation of already published faerun specific feats, prcs, spells, magic items, and other character creation options, and their somewhat minor 3.5 revisions. There are some magic items, PrC's, spells, and the like that are new to the book, but they arent going to tilt the campaign world on its head if you dont have access to them. Some of the new information it does contain (like planes, adventure hooks, timeline info, and the like) are rather unsuited for a book devoted to players, since such things are supposed to be the purview of the DM, and the knowledge of such things to be handed out by him/her to PCs if and when they happen to have the appropriate in-character knowledge of such things and events.

If you can only afford one FR book, then buy the Forgotten Realms Campaign Setting and just require players to only use PrCs, feats, and spells from the Core Rulebooks (if you are really scared of 3.0 "imbalances").

Information about locations, geography, political intrigue, plots, rumors, weather, monsters, NPC personalities, and other facets of the campaign world are not going to have changed from 3.0 to 3.5, as far as the FR are concerned, 3.5 is little more than a giant Spellpower nerf and refinement of the Regional Feat system anyways.
