But it did that with out haveing the town brocken up into what was in there, i just made it up. So now i have used the way to make a town from the DM's guide and well it kinda makes it hard to use my system. so im asking how do you other DM's have the PC's lvl up? is it just ok you got the xp lvl or is it an other way to make it....well to add a role playing value to it

Depends if it is a table top game or a online game also. But usually if it's a base class I just let them level up. If it's a prestige class then they have to find some one to train then in the class. I am really picky on prestige classes and I only allow some one to take one if it fits thier character or is some thing they were doing. For example, if you are a sailor you wouldn't ask for a prestige class that allows you to learn to ride a flying mount, until you find some one to train you in those skills or spend some time learning how to fly a mount.
