could someone explain the rules of enchanting an item to me i get the cost stuff but like how do you put say a +2 enchanment and fire dmg on a longsword

what spells would my mage have to have to do this and how would he go about casting it?
ive never understood that and would i need a permanancy spell (i have it ) so the enchantment wouldnt go away?

how do you select what spells are needed to create that enchantment ( any enchantment)
or do you just make it up?

You should read the section in the DMG about item creation. It's in the back of the book.

First of all, to create a weapon with an enhancement bonus (+1 or +2) a wizard must have a caster level equal to three times the enhancement bonus. Thus, to create a +2 weapons (or a +1 Flaming weapon for that matter) the caster minimum is 6. Then, the caster need not use the Permanency spell, but must have the "Craft Magic Arms and Armor" Item Creation feat. Weapon special abilities... if I remember correctly, do not require any "spell" to create. All that is required is the "Craft Magic Arms and Armor" feat. Wonderous items have spell requirements as part of the creation, and in such cases certain wonderous items therefor can't be created by casters who are unable to cast the spell required (Thus, Clerics cannot create items requiring Arcane spells)

But, in summation.. to make a +1 Flaming Longsword, you'd just need the "Craft Magic Arms and Armor" feat and be a minimum caster level of 6.

A little clarification. The +1 or +2 enhancements are as murrdox said. However there's a difference on the Flaming enhancement. You effectively add a +1 for the flaming property, but if you look at the DMG, it also has a prerequisite spell list. (Flame blade, Flame strike, or Fireball). If you have any of the three then you can create the item.

You can always look it up from the SRD. It's in the WOTC site.
