Ahhh jeeeze. This is too broad a category. Are you including mortals and dieties as in this together? Or even just those detailed in books. Because if you open it up to anything.... I can't pick just one.

Any NPC with the LE, NE, or CE alignment.
Depends 100% on what one considers "evil".

Answer-> Karsus.

In a single moment he destroyed the greatest magical civilization, killing millions in the process, killed a god, and took away Thays...I mean, everyones (phew, close one) True 10th+ level magic. ;)

-Shucks. I knew someone was going to say that we were the most evil villain.

-Well, so everyone knows, that is simply not true. And, seriously, can you believe anything that comes from the tongue of a Red Wizard? Exactly...

-Me and KtM are nice, fun-lovin' people- er...Well, that, in a singular sense. :)

Pffft...propaganda spread by a Red Wizard. How can one be more EVIL? Pffttt. Don't listen to him. He's just jealous that he can't achieve magical skill of any note. The best he can do is attempt to sign an application to be an apprentice. Afterall, Thay's understanding of Magic is at best preschool level (they're still stuck with the 8 schools of magic afterall!....how primitive...).
And note, Mr. Red Wizard, that WE did not destroy the greatest magical civilization. WE did not kill millions in the process. WE did not kill a god.
All the above was the result of THE GODDESS KILLING HERSELF.
SHE is at fault for ALL you have claimed. Shoo.....I have a leg of lamb to roast for LK's and my own X-Mas dinner.
Ohh, BRB...I have some yams in the oven....special recipe....

You could ask all the evil characters "Would you punch a pregnant halfling in the belly?" That should narrow it down.

Correlan Lantheon. You probably understand why. If you don't, let's just say it was the effect of a certain, badly prepared piece of High Elven Magic.

-Ah, Corellon in my "homie". Me and him have spend many a night talking about all things magical.

You could ask all the evil characters "Would you punch a pregnant halfling in the belly?" That should narrow it down.

-That certainly is a good indicator...

-Um...I celebrate Channukah, but that's OK. I'll whip up some Mazoh Ball Soup, and Mmm, do I make a killer Brisket, or what? :)

It depends. Did she deserve it? If so, then I have no problem thwacking her, regardless of being pregnant. Hell, If I'm taxed because of my mothers debt made before I'm born, a kid can take a thonk before birth. It doesn't sound nice, but it's a litteral truth of global function.

-This third of Karsus does not condone beating pregnant women, just for the record...

Neither do I, but neither do I pity children who are (since I AM one). I treat them precisely as I treat all others: as they deserve by their actions.

Technically, would anyone accept archfiends here? A certain archduke of Hell strikes me for a (dis)honorable mention.
